That's the original Transport Tycoon with the "World Editor" add-on. I believe some people have created a GRF file that contains the Mars landscape that can be used with TTDPatch and OpenTTD, if you check out tt-forums.

I love transport tycoon and I still have dos but I downloaded TTD for DOS and GM.CAT had a virus. my virus scan deleted it and the game stopped working.
